An Introduction to the
Alabama Public Service Commission

"Balancing the rights and obligations of utilities and their customers"

The Alabama Public Service Commission is charged with regulating public utilities and some aspects of the transportation industry doing business in Alabama.
The agency’s mission is two-fold: First, it ensures these companies offer their services to the public at a fair price.Second, the PSC must also allow regulated utility companies to operate at a level that will enable them to provide adequate service to customers like you. Maintaining this “balancing act” means that Alabama consumers continue to enjoy top-quality service at reasonable rates.
Privately owned companies providing electric, gas, water, and telecommunications services, including both long distance and local telephone service providers, plus railroads, buses and some trucking and taxi companies are regulated by the PSC. However, the PSC does not regulate electric coops, most water companies, municipal utilities, cable television systems, cellular phones or the Tennessee Valley Authority.
Three elected public officials administer the functions of the PSC, a president and two associate commissioners. The Commissioners are elected statewide to four-year terms, with the President’s term staggered by two years from the other commissioners’.

Here's How the APSC Can Help

If you have a problem with a regulated utility or common carrier, first try to resolve it by contacting the utility or carrier. If that doesn’t work, call the PSC’s Consumer Services section. These representatives can be reached toll-free at 1 (800) 392-8050 Monday through Friday from 8 a.m. to 5 p.m. Some of the types of issues the PSC can help you with are repair problems, delays in getting service, verifying the accuracy of your meter reading and requesting payment arrangements for those who need extra time to pay their bills. When a complaint is filed, investigators review the situation thoroughly and either recommend corrective action or prepare an explanation.
